The National Energy Administration and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued an announcement of first photovoltaic poverty alleviation project which triggers a wave of photovolatic poverty alleviation. And the domestic photovoltaic power stations have ushered its new development with support polices onstage.

 

The photovoltaic poverty alleviation projects shares the capacity of 5.16 million KW among which 2.18 million KW of the rural photovoltaic power station and 2.98 million KW of the centralized photovolatic power station.

 

The governments of each poverty-stricken counties are supposed to establish and carry out a management plan on the income distribution of photovoltaic poverty alleviation projects. Centralized PV power stations in the project ought to serve the function of poverty alleviation with integration of agriculture, forestry, fishing, ecological protection and other constructions.

 

Besides, the financial institutes such as the banks are required to joint in the project on the loan verification. On the related polices and working mechanism of photovoltaic poverty alleviation project, the institutes should ensure the finance tailored to relevant construction and loan requirements. 

 

In accordance with the issued index of the project, the capacity of photovoltaic power station listed in the poverty alleviation project in 2016 should increase to 5.16GW, which is close to the expected capacity of 5.3GW. Thus, the photovolatic installed base is going to reach the capacity of 23.26GW which is similar to that of last year. In the photovoltaic poverty alleviation project, Shandong has obtained poverty alleviation index with the capacity of 1.1GW.

 

In June, 2016, National Energy Administration has made an inaugural photovoltaic poverty alleviation project which will last four years. It makes clear claim that by 2020, the installed base of photovoltaic power station in the project is 10GW, so the capacity of 2GW each year on average is supposed to achieve.

 

Based on the supervision guidance of photovoltaic poverty alleviation project, by 2020, about 25 thousand files for 471 counties in 16 provinces will be set so as to promote the project while 2 million files for the disabled will be set. In that case, every house will make profit of more than extra 3000 yuan. 

 

At present, national innovated modes of poverty alleviation are increasing such as poverty alleviation projects on e-commerce, tourism, education, ecology, resource, industry etc. It is estimated that lots of innovation modes on the photovoltaic power station in each province will be on stage. Among them, the modes of centralized and county PV power stations becomes the main stream in future. With shareholding of local governments, the poor households will get real profit of more than 20 years.
