According to the statistics, since the "13th Five-Year Plan", the scale of China's renewable energy industry has continued to expand, with the continuously improved technology and decreasing cost. The average construction cost of PV power stations in 2017 has been 45% lower than in 2012.
In order to promote the photovoltaic projects of poverty alleviation orderly, the State Council Poverty Alleviation Office and the National Energy Administration decided to introduce the second poverty alleviation projects of PV under the basis of the “13th Five-Year Plan”.
The projects included a total of 15 provinces (or districts) and 165 counties of photovoltaic poverty alleviation projects, with 3,961 village-level PV power stations. The total installed capacity is 1,673,071.43 KW, assisting 301,773 registered poor households in 3,859 impoverished villages.
