According to the “13th Five-Year Plan for Solar Energy Development” released in December 2016, the installed capacity of China's photovoltaic power generation is 105GW, and the installed capacity of solar-thermal power generation is 5GW by the end of 2020. In fact, as of September 2018, the cumulative installed capacity of photovoltaic power generation in China has reached 165 GW, far exceeding the target of the 13th Five-Year Plan. While adjustments to the planning goals are of necessity.

The leader from Electric Power Planning & Engineering Institute made relevant reports on the “13th Five-Year Plan” for solar energy development at the meeting. Subsequently, all the distinguished guests made their speeches in conjunction with their work.

The leader of the National Energy Administration took a stand that they will keep on supporting the vigorous development of photovoltaics before 2022, one of the clean energy supported by the state. In addition, the National Energy Administration will guarantee a certain amount of subsidized installed capacity each year and push for a further reduction in the subsidies strength. It is reported that the National Energy Administration will focus on accelerating the introduction of relevant policies for the photovoltaic industry in 2019 to provide guarantee for the stable development of the market in the next month or more.

Furthermore, relevant supervisors will further guide and support the orderly development of household distributed PV. According to China’s manufacturing scale and some electric power investment enterprises’ development goals, China needs to add new 40GW to maintain the orderly development of the industry in the future.

After discussion, photovoltaic installed capacity is expected to be adjusted to more than 250 GW, or even 270 GW. In the future, Energy Research Institute of National Development and Reform Commission and Electric Power Planning & Engineering Institute will carry out detailed investigation on the mid-term adjustment of the 13th Five-Year Plan for photovoltaic and thermal power generation in light of actual developments and make corresponding adjustments.

The leaders of the National Energy Administration called for mutual support between photovoltaic industry associations, institutions, enterprises and the government to jointly maintain the healthy development of clean energy.
